Background:
The Health Emergencies Protection Index (HEPI) is calculated using three tracer indicators: the emergency Prepare, emergency Prevent, and emergency Detect & Respond indicators. These indicators are calculated from a number of sub-indicators.

About this tool:
This tool allows you to adjust the levels of the HEPI sub-indicators to model what the effect would be on the Prepare, Prevent, Detect & Respond indicators, as well as the overall achievement of HEPI. For instance, adjustments can reflect national data estimates or new projections based on the implementation of public health policies and interventions.

Instructions:
- 1. Select one of the HEPI indicators (Prepare, Prevent, or Detect & Respond).
- 2. Change sub-indicator values in the input boxes
- 3. Click the 'CALCULATE' button and see the effect of the changes on the charts and on the billion contribution figures.

Methods
HEP Index (HEPI)
HEPI is a arithmetic mean of the three tracer indicators (Prepare, Prevent and Detect & Respond) levels. HEPI and the tracer indicators are stratified into five levels.
Billion contribution
The percentage change in HEPI or in the three tracer indicators between the modelled scenario and the 2018 baseline, multiplied by the 2025 projected population.
Prepare indicator
An average of the 13 International Health Regulations core capacity scores
Prevent indicator
A population-weighted average of the routine and targeted campaign vaccine coverages for the applicable diseases in the country (i.e. measles and polio for all Member States, and yellow fever and/or cholera and/or meningitis where there is a risk).
Detect & Respond indicator
Gives an overall measure of timeliness in responding to events of potential public health concern. For each event within the year, the days to detect, notify and respond are converted into levels (see below), and then the levels are averaged across all events. Due to the confidential nature of detect & respond timeliness information, the number of events or days to respond are not shown. Level 1 (no date reported), Level 2 (>14 days), Level 3 (7-< 14 days), Level 4 (1-< 7 days) and Level 5 (< 1 day) -
